Publication Ethics

The Visnyk of the National Bank of Ukraine is committed to publishing high-quality and ethically sound papers. The following ethical principles guide our publication process:

Truthfulness

Research findings must be accurate, honest, and responsibly reported. Data, methods, and conclusions should be clearly described and based on verified results.

Originality

Submitted manuscripts must be original and appropriately acknowledge all sources. Any form of plagiarism — including self-plagiarism or the uncredited reuse of text, data, figures, or tables — is strictly prohibited. All submissions are screened using iThenticate (via Crossref Similarity Check). Manuscripts found to contain plagiarism or other ethical violations will be rejected.

Data Transparency

Authors are expected to ensure a high level of transparency regarding data and analytical procedures. Upon request, they should provide datasets, models, or calculations sufficient to verify the results, unless restricted by confidentiality or legal constraints. Descriptions of data and methodology must be detailed enough to ensure reproducibility and enable informed evaluation.

Ethical Use of AI

Authors may use AI tools to support the research or writing process only in ways that do not compromise academic integrity. AI tools must not be listed as authors and may not be used to generate or manipulate data, results, or analyses. Any use of AI-generated text, code, or assistance must be disclosed transparently in the manuscript. Reviewers must not use AI tools to analyze or summarize unpublished manuscripts, as this may violate confidentiality.

Respect

All participants in the publication process must treat the work of others with fairness, confidentiality, and professional integrity. Unpublished materials may not be used or shared without permission.

Transparency

All potential conflicts of interest that may influence the preparation, analysis, or presentation of research must be disclosed.

Accountability

If concerns, errors, or ethical issues are identified, the publisher acts promptly to correct the record.

Peer Review Process

The Visnyk of the National Bank of Ukraine use peer review to ensure the quality and relevance of submitted papers. Depending on the specifics of the manuscript, internal and/or external review may be applied. The necessity and type of review are determined individually.

1. A manuscript is submitted to the e-mail and undergoes an initial check for completeness, formatting, and the presence of all required materials. Submissions that do not meet these basic criteria are returned to the author for correction.

2. The manuscript is then evaluated for relevance, originality, compliance with ethical standards, overall research quality, and alignment with the Research Priorities of the National Bank of Ukraine. Submissions that do not meet these requirements may be declined at this stage (desk rejection), and authors are notified.

3. Manuscripts that pass this assessment are forwarded for peer review. Reviewers are selected based on their subject expertise and professional qualifications, and authors receive confirmation when the manuscript is sent for review.

4. A double-blind procedure is used: authors and reviewers do not know each other’s identities. Reviewers assess the manuscript, provide comments, and issue recommendations. Publication decisions are based on reviewers’ reports and the overall evaluation of the work.

5. Manuscripts receiving two positive reviews are accepted for publication, and authors are informed.

6. If the reviews are positive but contain comments or suggestions, the manuscript is returned to the author for revision. Authors are expected to address all comments and provide a response letter explaining the changes made.

7. If one review is positive and the other negative, the manuscript may be returned for revision when the research is considered sufficiently valuable to merit improvement.

8. Manuscripts receiving two negative reviews, or manuscripts whose authors refuse to revise them after receiving comments, are rejected. Rejected manuscripts cannot be resubmitted.

9. All changes made to the manuscript must be agreed upon with the author. Once the final version is confirmed, the article proceeds to publication.

Open Access Statement

The Visnyk of the National Bank of Ukraine pursues an open access policy to its content. All published papers are freely available without charge to the user immediately from the date of publication without charge to the user. We operate under Creative Commons Attribution 4.0 International License (CC-BY-NC). Anyone is allowed to read, download, copy, distribute, print, search or link to the articles’ full texts for any non-commercial purpose, as long as the authors and original source are properly cited.

Authors retain full copyright to their work without restrictions. They may distribute electronic copies of the paper on their personal websites or blogs, on the web resources of the institutions where the research was conducted, or on non-commercial open access repositories.
